{"id":1324,"date":"2019-09-04T11:11:28","date_gmt":"2019-09-03T23:11:28","guid":{"rendered":"https:\/\/www.reportitnow.co.nz\/?p=1324"},"modified":"2019-09-04T11:11:28","modified_gmt":"2019-09-03T23:11:28","slug":"scandal-denial-and-the-public-good-reality-vs-the-caa","status":"publish","type":"post","link":"https:\/\/reportitnow-global.com\/sg\/scandal-denial-and-the-public-good-reality-vs-the-caa\/","title":{"rendered":"Scandal, denial and the public good: Reality vs the CAA"},"content":{"rendered":"<p><b>Safety regulator the Civil Aviation Authority seems to be ducking and weaving &#8211; but failing to front up &#8211; to accusations of a dangerous \u201cdysfunction and distrust\u201d at the heart of the organisation\u2019s culture.<\/b><\/p>\n<p><span style=\"font-weight: 400\">As heads start to roll in the Civil Aviation Authority scandal, it\u2019s a timely lesson for us all that robust <a href=\"https:\/\/www.reportitnow.co.nz\/\">independent whistleblower systems<\/a> are crucial for a healthy, open organisational culture.<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to news reports, 20 formal complaints have been made about the CAA in the last three years alone, including accusations of safety concerns within the organisation, bullying and sexual harassment. Included in those complaints is criticism about the behaviour of managers and a particular focus on helicopter and health and safety unit managers.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Making matters worse, CAA staff (speaking anonymously) say they are wary of reporting issues they encounter, because there is a \u201ca culture of secrecy and cover-up\u201d and employees \u201cdon&#8217;t trust the process\u201d.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cThere&#8217;s a lot of toxic atmosphere,\u201d one source says. There is \u201ca lot of internal strife\u201d and \u201cthere&#8217;s a lot of bullying\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Even more recently the Civil Aviation Authority has been accused of making misleading public statements following a fatal helicopter crash that killed seven people in 2015.<\/span><\/p>\n<p><span style=\"font-weight: 400\">While it\u2019s clear that all is not well in the CAA, the criticisms have fallen on deaf ears within the organisation, at least as far as director Graeme Harris is concerned. He has responded to the accusations defensively, questioning the motives of the whistleblowers, and claiming that the CAA in fact has a \u201cvery good\u201d work culture with a \u201cvery robust process\u201d for dealing with complaints.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cI am concerned that somebody would go external without raising concerns internally.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">A recent Australian study into internal whistleblowing in the public sector entitled <\/span><a href=\"https:\/\/www.researchgate.net\/publication\/325061460_Internal_Whistle-Blowing_in_the_Public_Service_A_Matter_of_Trust\"><i><span style=\"font-weight: 400\">Internal Whistleblowing in the Public Service: A Matter of Trust<\/span><\/i><\/a><span style=\"font-weight: 400\">, found that nearly all whistleblowers do, in fact, start the process by reporting wrongdoing <\/span><i><span style=\"font-weight: 400\">within<\/span><\/i><span style=\"font-weight: 400\"> the organization rather than outside.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cExternal whistleblowing is considered to occur later in the process, often when an organization has failed to address initial reports.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cEthical leadership is critical for encouraging ethical conduct, including a willingness to\u00a0<\/span><span style=\"font-weight: 400\">engage in internal whistleblowing,\u201d says the report.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cAs organizationally sanctioned representatives, senior managers symbolize the organization and its values&#8230;By occupying top positions, senior managers\u2019 actions set the tone in the organization with respect to integrity.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400\">The report says that, w<\/span><span style=\"font-weight: 400\">hen it comes to controlling ethical violations, the buck ultimately stops with senior managers.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cSince it is the responsibility of management to prevent and correct ethical violations, their existence in the workplace can signal a failure by senior managers to uphold this responsibility, and suggest that the organization tolerates them.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">The CAA has been called to account for several high profile crashes in recent memory. The 2015 Fox Glacier helicopter crash that killed seven found that, before the crash, the CAA had identified \u201csignificant and repetitive non-compliance issues\u201d with the operator&#8217;s training system and managerial oversight that warranted intervention but failed to intervene.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cThe Civil Aviation Authority identified significant non-compliances with the operator\u2019s training system and with managerial oversight prior to the accident. However, the CAA did not intervene and the operator was allowed to continue providing helicopter air operations,\u201d says TAIC Chief Commissioner Jane Meares.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cThe Commission is concerned that there could be a wider safety issue whereby other civil aviation operators during the same period could have significant non-compliances that were not identified or not resolved.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Add to this the 2003 Air Adventures crash that killed eight people and the 2012 Carterton hot air balloon crash that killed 11 &#8211; both of which featured pilots about whom complaints had been received by the CAA and both of which the CAA had not grounded.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Now, Nigel Gould, chairman of the Civil Aviation Authority, has stepped down &#8211; and transport minister Phil Twyford has stepped in, promising that a senior Ministry of Transport official will sit down with the whistleblower and \u201clisten to what they have to say.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400\">He says he will also \u201cguarantee [the] confidence and anonymity\u201d of any CAA whistleblower.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.reportitnow.co.nz\/implementing-an-ethics-reporting-system-0\/\"><img decoding=\"async\" class=\"alignnone wp-image-1016 size-full\" src=\"https:\/\/reportitnow-global.com\/wp-content\/uploads\/2018\/12\/63e04d96-fa96-4db1-a3ac-9554093a6859-2.png\" alt=\"\" width=\"870\" height=\"230\" srcset=\"https:\/\/reportitnow-global.com\/sg\/wp-content\/uploads\/sites\/4\/2018\/12\/63e04d96-fa96-4db1-a3ac-9554093a6859-2.png 870w, https:\/\/reportitnow-global.com\/sg\/wp-content\/uploads\/sites\/4\/2018\/12\/63e04d96-fa96-4db1-a3ac-9554093a6859-2-300x79.png 300w, https:\/\/reportitnow-global.com\/sg\/wp-content\/uploads\/sites\/4\/2018\/12\/63e04d96-fa96-4db1-a3ac-9554093a6859-2-768x203.png 768w\" sizes=\"(max-width: 870px) 100vw, 870px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Safety regulator the Civil Aviation Authority seems to be ducking and weaving &#8211; but failing to front up &#8211; to accusations of a dangerous \u201cdysfunction and distrust\u201d at the heart of the organisation\u2019s culture.
