New Zealand

A code of conduct and a whistleblowing policy set the expectation. What happens when someone actually reports is the real test. Here’s how to investigate a workplace complaint so the process holds up in practice.
Most New Zealand organisations have the foundations in place. 77% of NZ employees say they know their organisation has written standards of ethical business conduct.
A code of conduct sets the expectation. A whistleblowing policy sets out the route. Both are essential, but neither is truly tested until someone uses them.
That is when the distance between good intentions and day-to-day practice becomes visible. Knowing how to investigate a workplace complaint once it arrives is central to closing it. Handled well, a report is an early warning of a risk the business can address. Handled poorly, or without visible follow-up, it leaves the person who raised it assuming nothing was done, and others less likely to come forward.
Closing that distance is what Report It Now™ and the EthicsPro® platform are built to do.
The Protected Disclosures (Protection of Whistleblowers) Act 2022 is clearer than its predecessor about what should happen once a disclosure arrives. Section 13 sets out what a receiver should do within 20 working days:
Not every matter can be resolved in four weeks. Where it can’t, the Act still expects the first three steps within 20 working days, followed by an indication of how long the rest will take and updates along the way.
It’s framed as guidance rather than a hard deadline. But it applies to public and private sector organisations alike, and it describes a standard any reporter would reasonably expect.
Most organisations don’t ignore reports, and most have some idea of how to investigate a workplace complaint. The problems are quieter than that.
Acknowledgement, then nothing. The report is logged and an investigation may well be under way, but the reporter is never told.
The report reaches the wrong person. If whoever handles it is too close to the issue, or part of it, the process is compromised before it starts. We’ve written about what happens when a whistleblower system routes complaints to the wrong person.
Anonymous reporters can’t be reached. If the only channel was a one-way form or an unmonitored inbox, there’s no way to ask a follow-up question or share progress.
“We can’t share details” becomes “we can’t say anything.” Privacy and employment obligations often limit what can be disclosed about an outcome. They rarely prevent telling someone their report was taken seriously, what kind of action followed, and why.
Good report handling follows five stages, applied consistently.
Acknowledge. Promptly and in plain language. Confirm the report has been received, and when. Through EthicsPro®, reports reach designated company representatives within 24 hours, and every reporter receives a confidential ID to follow their report.
Triage. Work out what you’re dealing with: serious wrongdoing under the Act, a personal grievance, a health and safety risk or a performance issue. Each needs a different path and the right people involved, none of them conflicted. Report It Now™ helps set these pathways up in advance as part of policy development, and independent handling keeps reports away from conflicted managers from the outset.
Decide. Investigate, act, refer to an appropriate authority, or decide no further action is needed. Record the reasons either way. EthicsPro® keeps a secure record of every case and decision.
Stay in touch. Let the reporter know where things stand, especially if it’s taking longer than expected. On EthicsPro®, updates and follow-up questions reach reporters through their confidential ID without revealing who they are. That matters: more than half of EthicsPro® reports are anonymous (58.3%), so for those reporters the platform is the only route back to them.
Close the loop. Tell the reporter how the matter was dealt with, with reasons, within the limits of what can be shared. Cases on EthicsPro® close in an average of 20 working days, in line with the window the Act describes.
Doing this well every time takes the right process, the right people and the right platform working together.
Working with Report It Now™ embeds best practice in your systems from the start, through policy development, training for the people who receive and manage reports, and ongoing analysis with quarterly reporting and industry benchmarking. EthicsPro® then gives that process a secure, independent home, so every report is handled to the same standard, whoever receives it.
Every report that disappears into silence teaches your people something. So does every report that’s acknowledged, handled and closed properly.
The way an organisation handles today’s concern shapes whether anyone raises the next one, and whether it reaches you early, while it’s still a small problem.
Encouraging people to speak up and following through on what they raise are two parts of the same job. Both start well before the report is in.
